The main points are: restructuring according to different commodities and increasing support from central financial department. Since 2004, based on refunding quotas of 2003, the extra refunds should be covered by the central and local government according to the rate of 75:25. At the same time, while reforming the refunding policy, China will strengthen the reform of the foreign trade system. At present, there are many factors holding down exports. Except refund policy, there are other factors affecting the price of export commodities, such as the demand of international market, quality of products, price, and efforts made by export enterprises.
