Article 16  If a party to a case considers that a member of the judicial personnel has an interest in the case or, for any other reason, cannot administer justice impartially, he has the right to request that member to withdraw. The president of the court shall decide whether the member should withdraw.

If a member of the judicial personnel considers that he should withdraw because he has an interest in the case or for any other reason, he should report the matter to the president of the court for decision.
