President Hu Jintao on Friday stressed maintaining national integrity, ethnic unity and social stability in Tibet, and other Chinese leaders also joined with national legislators in panel discussions.

During a panel discussion with legislators from the Tibet autonomous region at the ongoing parliamentary session, Hu urged the consolidation of foundation for the construction of a socialist new Tibet.

"Stability and harmony should be maintained in Tibet, with social management being enhanced and improved," he told the deputies to the National People's Congress (NPC).

A prolonged educational campaign should be stepped up to promote ethnic unity, according to the president.

He called for more spending and efforts to ensure and improve the people's livelihood and upgrade basic public services, so that people of various ethnic groups in Tibet can share the fruits of reform and development.

Hu also called for adherence to the central authorities' guidelines on Tibet and for tasks aimed at reform, development and stability to be carried out in a down-to-earth manner.

More should be done to promote development by bolstering the region's agriculture, industry and service trades, he suggested.

Premier Wen Jiabao joined discussions with NPC deputies from Guangxi Zhuang autonomous region and said he took note of the sound and rapid development of Guangxi during the past few years, which was an achievement mainly attributed to ethnic unity in the region.

Wen added that ethnic unity in Guangxi has created a favorable environment to promote development, with accelerated development in return boosting ethnic unity.

The premier called for local governments to pay equal attention to ethnic unity and development, and urged different ethnic groups in the country to work together and strive for common prosperity and development.

"Local governments should encourage different ethnic groups to learn from one another and communicate for the creation of a sound environment in which ethnic groups can live in harmony, assist each other and promote harmonious development," Wen said.

Li Changchun, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, joined in a discussion with NPC deputies from the southernmost island province of Hainan, expecting it to become a world tourist destination.

Li said culture and tourism are closely related and complementary to each other. He urged the Hainan government to advance the development of its culture and tourism in a synergetic and mutual way.

Li also expressed the hope that the provincial government raises the moral level of local people so that the international tourist island becomes a window to display the country's social civilization.

Joining in a panel discussion with the NPC delegation from northwest China's Xinjiang Uygur autonomous region, Vice President Xi Jinping urged the region to pay equal attention to development and stability while making steady efforts to improve the people's livelihoods.

"The work of Xinjiang is of special strategic importance in the overall work of the Communist Party and the state," said Xi.

He called on other regions and government departments to keep supporting Xinjiang in a bid to achieve Xinjiang's rapid development and long-term stability.

At a discussion with the Fujian delegation, Vice Premier Li Keqiang urged the costal province to create new prosperity, promote industrial upgrading, and develop the oceanic economy.

Li asked the province to better build the economic zone on the west side of the Taiwan Strait, and to promote deepened cooperation and mutual development along with the other side of the waterway.

He Guoqiang, chief of the Central Commission for Discipline Inspection (CCDI) of the CPC, attended a panel discussion with the Henan delegation, hoping that Henan facilitates economic restructuring, consolidates the fundamental role of agriculture and coordinates the development between rural and urban centers.

He also urged Henan authorities to improve the people's quality of life, enhance capacity-building of the Party, advance anti-corruption campaigns, make more efforts to tackle issues concerning the public, and boost the construction of the central economic zone.
